With reference to your letter 8822/1914 of the 17th

of March last, relative to the dismissal oy the Judicial

Committee of the Privy Council of the appeal of the Afghan

Sepoy, Ibrahim, against the sentence of death passed on

him by the Supreme Court of dong Kong, I am directed by

Secretary Sir Edward Grey to state that ne is advised that,

as the prisoner was tried at ilong Kong, the exercise of

the King's Prerogative rests, under the terms of nis

Letters Patent, with the Governor of that Colony.

As however the crime itself was committed near Canton

and would in ordinary circumstances have been tried by lis

Majesty's Supreme Court for China, in which case it would
